Spending Rules
Purchase Forms
The Purchase Form should be filled out at least a day before asking your Business Coordinator to use the WashU credit card. There are no same day purchases. You can use one purchase form for multiple purchases as long as it is for the same event.
Your event must be registered and approved in WUGO before you can make a purchase for your event.
Travel

NO OUTSIDE BANK ACCOUNTS: Student Union groups can't use personal bank accounts, Venmo, GoFundMe, Paypal or other similar apps to hold or collect money - the University allows Cashnet for this purpose.

All Travel purchases with the Business Coordinators credit card must be made through one of the Business Coordinator's travel accounts: Enterprise Car Rental, United, American, Delta, Southwest, Expedia, or Booking.com.

All receipts must be sent or forwarded to the receipts@su.wustl.edu email address after you make your purchase. Do not leave the office until you confirm with your Business Coordinator that a receipt has been received.

If a proper receipt with all necessary information isn't received by your Business Coordinator, then spending won't be allowed until one is provided.

All student group International travel must comply with the University’s International Travel Policy. This policy covers travel outside of the United States or within an U.S. territory (e.g., Puerto Rico). Global Engagement website

If a student can no longer attend a trip and their flight is cancelled, a flight credit is issued to the student. The student receiving the flight credit must pay back SU for the amount of the ticket originally purchased.

The Driver age requirements per WashU's Enterprise agreement - 18 years of age or older for up to a full size sedan and 21 years of age or older is required for anything over a full size sedan. All drivers must be 21 years of age for out of state rentals.

All rental car reservations must be made through the Business Coordinator's corporate Enterprise/National account.

The travel policy states that if a trip is over 500 miles then you need to book airfare. If the trip is less than 500 miles you can reserve cars to drive. Students can't pay for a rental car and ask to be reimbursed. This is a liability issue.

Rental of 12 -15 passenger vehicles are not permitted for university activities.

Amazon orders have to be placed at least 3 weeks ahead of time and must be a minimum of $200

When making a purchase from a personal online account, the Business Coordinator must remove their credit card from the account after making your purchase.

Online Purchasing Processes

If paying out of pocket for any travel related expenses, please review the Campus Life Travel Policy when planning your trip. All student group trips must conform to both SU and Campus Life travel policies.

A student employee can only submit an expense report in Workday (WashU Accounting system)

Expense reports must be submitted within 7 days of purchase

An Expense report should only contain expenses related to a single event or appeal request. There should not be expenses related to multiple events or requests on the same expense report.

Multiple receipts should not be added together and submitted as one expense line - they must have their own expense line in the expense report

Supporting documentation should provide evidence of origination from the vendor that contains purchasing details including date, description or itemization of expenses, price and proof of payment.

Monthly credit card statements and canceled checks alone will not be accepted as supporting documentation.

Keep paper copies until the transactions are fully complete in Workday

It is the student group's responsibility to track the progress of all expense reports after submission by checking your Workday Inbox.

Any Expense Report in the "Sent Back" status beyond the deadline found on the Important Dates card [go to: TRELLO] will be canceled and become non-reimbursable

Reimbursement Processes

Get a valid receipt when making your purchase

The approved WUGO event form must be uploaded to your expense report along with a valid receipt.

Always use Social and Entertainment - Purchases and Supplies as the Expense Item under the Expense Lines when working on the Expense Report
It is your responsibility to track the progress of your student group's expense report after it has been submitted by checking your Workday Inbox.
If there is an error or change on the expense report that needs to be made, it will be sent back to your Workday inbox.

When you Log into workday, the workday inbox will be in the top right corner.

When you click on the inbox, you will see any expense reports that have been sent back in the left column.

Click on the expense report. comments with notes can be seen by scrolling to the bottom of the expense report.

Expenses Hub also provides centralized access to manage expense reports. Workers can create new Expense Reports and view pending items that need attention.
Paying Individuals and Companies
When you need to pay an individual or company by ACH (Electronic transfer from our bank to their bank) or Check for goods or service, a supplier payment must be processed.

If contracting services and the student group enters into a formal and legally binding agreement, ANY CONTRACTS MUST BE SIGNED BY A CAMPUS LIFE ADVISOR. STUDENTS SHOULD NOT BE SIGNING CONTRACTS

Do not hire WashU employees, this includes Student Employees to provide services to your group - they won't be paid

Paying Individuals and Companies Processes
1. Get an invoice from the Supplier. The invoice should include:

*If the Supplier doesn’t have an invoicing system, you can send them the attached invoice Template and ask them to fill it out.*
2. Please send the Supplier the Most up-to-date W9 and ACH forms and ask them to fill them out. (both forms are attached to this card. Any required signatures on these forms must be signed and cannot be typed.
3. After the supplier has filled out the W9 and ACH form, attach them along with the invoice to the Supplier Invoice Request Google form
4. Your Business Coordinator will then process the payment to the Supplier.
ALL INVOICES MUST BE SUBMITTED THROUGH THE SUPPLIER INVOICE REQUEST FORM. DO NOT SEND INVOICES TO YOUR BUSINESS COORDINATOR’S EMAIL
